According to Aunt Dorothy Cartwright, a Bert lived in Fresno. She believes it is the same one here. Using this search Taylor and fresno census and 1940 1940 Census shows a Herbert born 1896 in NY. We are looking for one born 1871. A full evenings search on 1920/ 1940 census and burials came up with nothing. including using Bert .

Herbert's birthdate is listed as OCT. 30, not OCT 13.

Owner of the lot: Maude Taylor, lived in Traver, Calif., a few miles S of Kingsburg.
[Traver is a census-designated place in Tulare County, California, United States. The population was 713 at the 2010 census, down from 732 at the 2000 census.]
Tracy then looked at the Signed Papers: H.M. Taylor, Traver, Calif., Son of Herbert.
She purchased 60 and 61., [74]

Buried in space 60 is Maude , 461, Died NOV 12, 1951.
Having found the above on US Gen site, it listed a Taylor, Addie Maude.
We deduced that the papers went by Maude
Now who signed for Addie Maude Taylor's papers, it was same son, H.M. Taylor who moved from Trever to 5250 Tyler, Fresno, Calif., [74]
Probably Tyler Ave.

After much searching, not finding anything on the three of them. Try to locate the 1950 census for Fresco, Calif for Taylor, Herbert S.
